Only residents of Jammu and Kashmir state are free to roam around the locations of Leh Ladakh without an Innerline permit. It is quite mandatory for those who travel to Ladakh to carry the document of Innerline permit.
Why is it important?
Earlier Inner line permit was not required for Indian nationals. But a gigantic rise in traffic to the areas of Leh Ladakh and related security concerns paved the way for the need to make it mandatory for Indian nationals as well.
